A good subject with so many possibilities, but I’m not sure about this effect. I’ve seen this (or similar) filter used to very good effect when it is used subtly and with smaller ‘streaks/swirls’ almost like a texture. Surprisingly, one of the best uses I’ve seen was on a mono portrait!
Unfortunately our club has a member who does this all the time, so I already have an aversion to this effect. However it can work sometimes, and with this subject matter it really could, but it has to be much finer and less colourful.

I believe that filters must add to the image but I’m not sure these do? not for me, sorry.
I’m not a great one for filters but surprisingly I rather like this Iamge with its bold colours.
